With the temperature sensor on-board, this product was designed to go inside of an enclosure to keep the temperature of that enclosure within a window using a Peltier cooler.

A typical application would be an enclosure for a security camera that is to be left outside in a harsh environment.  This board would cool when the temperature got above the predetermined threshold, and would switch the polarity on that cooler to heat the enclosure when the temperature dropped below the predetermined threshold.
